Union Leaders Meet With Trump, Construction on Their Minds

At a meeting with the leaders of several construction and building trade unions, President Trump reiterated on Monday his interest in directing hundreds of billions of dollars to infrastructure investments, some of it from the federal government, union officials said.

“That was the impression I was taken away with,” said Sean McGarvey, the president of North America’s Building Trades Unions, an umbrella group, on a call with reporters after the meeting. “That the American citizenry and the American Treasury will be invested in building public infrastructure.”

Mr. McGarvey added that Mr. Trump clearly felt that much of the money should come from the private sector and that some of the investments could take the form of public-private partnerships, an idea the president floated as a candidate.

The meeting included roughly half a dozen union leaders and a similar number of rank-and-file members, as well as senior White House officials, including Vice President Mike Pence; Reince Priebus, the chief of staff; Katie Walsh, the deputy chief of staff; Stephen K. Bannon, the chief strategist; Kellyanne Conway, the president’s counselor; and Sean Spicer, the press secretary. It took place in the White House and ran for well over an hour.

Brexit trade deal with India ‘at risk’ without visa reform

One of Britain's most important post-Brexit trade partnerships+ could be at risk due to Theresa May's refusal to reform visa restrictions for Indian citizens. The British Prime Minister has insisted leaving the EU would allow Britain to find other partners abroad and India, the world's fastest growing major economy, was the first country she visited, accompanied by a large business delegation, outside Europe after the referendum.

"I think the time is fast upon us when we need to turbo charge this relationship with a new free trade deal, such as we will shortly be able to do," Johnson said. "We can't negotiate it now, but we can sketch it out in pencil on the back of an envelope. This is not the time to put up barriers between our countries. This is time to break down barriers that will in the long term to create the jobs, the good jobs with good incomes that offer real hope and comfort... Let us work together, Britain and India are united by our values and in many ways by our approaches to the problems of the world and it is working together to improve our security that we will allow the freedom and the openness that will drive our long term prosperity."

However, the issue of visas quickly surfaced with a senior Indian official saying "mobility issues are of importance to us; we cannot separate free movement of people from the free flow of goods, services and investments". And S Irudaya Rajan, an advisor to the Indian government on migration issues added: "India is an important country for the UK and curbing the flow of good minds, whether they are students or skilled workers, cannot be good for the UK."

In London, as May revealed that there will be a "hard Brexit" leaving the EU single market and customs union, India's new high commissioner to the UK commented that the issue of the visas is not going to go away. Yashvardhan Kumar Sinha contrasted the stance taken by Britain with other countries on admitting students and workers from fields like IT into the country.

Changes in national architecture aptitude test stump students

MUMBAI: Changes in this year's National Aptitude Test in Architecture (NATA) have baffled many students aspiring to pursue their BArch. The Council of Architecture (CoA), which conducts NATA, has included mathematics as a 40-mark component in the 200-mark paper. A separate section for mathematics was never part of NATA since its inception a decade ago. The council has even moved to an offline exam that will be conducted on April 16, instead of online tests conducted in phases between April-August-end every year.

Students could reappear in slots and the best of the five tests were considered as the final score for admissions. Students could take the test at their convenience and could better their score, said a teacher from a city architecture college, adding that it was meant to be an aptitude test. With the exam on a single day, many will not be able to enjoy the benefit of the multiple-test system. The exam is also on a Sunday, in between the class XII exam of some state boards and CBSE exam this year, added the teacher. "The test pattern has moved from being progressive to regressive," said the teacher.

Maharashtra,, which comprised around one-fifth of aspirants taking the test, used to conduct its own test till 2015. The state decided to use NATA scores for admissions to architecture colleges in 2016. For admissions to the five-year BArch course, 50% weightage each is given to NATA and the aggregate of class XII scores (includes scores in mathematics). "The council should rethink its decision to include mathematics in NATA. There is no need to evaluate students in mathematics as they already appear for the subject in the qualifying exam. This will ensure more creative minds from Arts and Commerce background, who are not good at mathematics, also get a decent rank in the test," said Rajiv Mishra, a professor for 25 years from JJ School of Architecture.

Council president B Nayak said NATA used to test students on numerical ability before too. "The mathematics component will be based on class XII CBSE syllabus. Our aim is to test the aptitude of students in all aspects of architecture. If they are not good in mathematics till class XII, they find it difficult to cope with the subjects later. Our attempt is to get more Science students in colleges, and meritorious ones. We cannot continue to follow a wrong pattern forever," said Nayak. He added that the single-day test was being conducted to eliminate malpractices and bring about standardization and transparency.

But a student said the class XII mathematics syllabus in CBSE is different from that followed by state boards. "Scoring will be difficult for non-CBSE students," he added.

CoA decided to conduct the exam only in limited cities this year, which will inconvenience students from rural areas. In Maharashtra, the test is being held only in four cities. Earlier, every architecture college in the state was an exam centre. The last day for registration for the exam is February 2 and students hope the state or Centre will take cognizance of their woes.

Police union boss Pat Lynch blames jump in NYPD resignations on low pay

More NYPD cops are abandoning their blue uniforms before getting their pensions, the city’s largest police union charged on Tuesday.

Citing data from the New York City Police Pension Fund, union officials said 506 cops resigned from the 35,000-member force in 2016 — about a 20% jump from the 415 who handed in their papers in 2015.

The number of resignations has increased each year since 2011 when 169 cops turned in their shields. That number nearly tripled last year, records show.

Patrick Lynch, president of the Patrolmen’s Benevolent Association, said the Pension Fund report bolsters his belief that cops are leaving the department in droves.

“Eight out of 10 PBA members said in a survey that they would leave the job if they could,” Lynch said in a statement. “The latest resignation numbers are proof that many are doing just that, often to take a better-paying law enforcement job here in the New York City area.”

“New York City cannot afford to allow all of this talent, experience and investment in training walk out the door,” he said, demanding the city provide cops with better pay, benefits and conditions.

Mayor de Blasio said Lynch’s argument is “a classic union play” as contracts are negotiated.
